The fact it doesn't work on any position means it's not a fault with the resistor pack.
Firstly, check fuse number 4 (25 amp). If that's OK, then this:

High humidity can cause over filming and high resistance between brush and commutator.

"Film" is a microscopic layer of copper carbon composite that is formed when electric current is passed between the carbon brush and copper commutator in the presence of water vapour. Good film is chocolate brown or burnished bronze to dark brown or black and uniform in colour.

Fixes for over filming issues are:
              1) Identify and cure any water leak entry points into heater unit. Could be rain water entering from outside or coolant leak. Make sure drain in air inlet duct, if there is one, is not blocked with leaves and dirt etc.
              2) Run fan on higher speeds.

What makes you conclude the controller is faulty? Did you not state fan never runs on any speed? How is the fuse?

Wish it was a simple pot hole hit and back on it came ;-)

Well I now know it's not the controls as iv taken them apart and there different to the one in evolutions diagrams !

So I don't know what to check next then ?! As it's all behind the dash isn't it ?!

Looks exactly the same to me. Same part number too.

Why not do some fault finding before taking things apart? Check if there is an power being fed to fan motor etc etc. A simple test lamp is all you need.

The fans are a bit iffy on earlier 451's - there was a modified unit to sort.

Well I will have a look at it properly after work on Sunday do some testing that I can. But it won't hurt or do damage to anything while it isn't working will it ?
