smart not so smart

hello all i have a smart 700cc pulse 03 plate i have just have the engine rebuilt. but now the great mechanic can't seem to find out why the car doesn't work properly now. basically the car will start run for a few revolutions and literally within one second it will cut off itself. the mechanic had said it may be the immobiliser and that he can't sort it out. i have already spent a fortune on this car and want to get it sorted as soon as possible. the only loose wire i could find on the engine is below anyone have any ideas, e.g what it does? do i need it? thanks guys

well yeah didnt pay him full amount because he couldn't get it started but yeah now i have to run around. its costing me way too much please is there someone who could help
